Selection of websites

The selection and distribution of the sample of websites for the years 2022, 2023 and 2024

As part of the monitoring, a selection of websites and apps is made for each monitoring period, which are then checked for accessibility. The basis for this sample is the totality of all websites and apps that fall under the Web Accessibility Directive (Directive (EU) 2016/2102) in Austria.

According to Statistik Austria, the sample size in Austria is calculated on the basis of the resident population as at 1 January 2019. According to Statistik Austria, the population of Austria at that time was 8,858,775. The exact calculation of the sample size is defined in the Implementing Decision (EU) 2018/1524 (external link - only in German). It also specifies the increase in the sample from the third monitoring period (2023) as shown in the table on simplified tests. The Federal Government and the nine federal states have agreed to distribute the sample equally between the Federal Government and all federal states. Among the federal states, the distribution is proportional to the number of inhabitants.

Overall, the selection of the sample of websites aims at a diverse and geographically balanced distribution. Furthermore, the selected websites reflect the diversity of services provided by public authorities.

The sample is diverse. In terms of content, many different topics are represented by the websites. Ten different service categories (and in addition the category "other") are included in the sample for similar proportions.

Distribution by administrative level

For all three monitoring periods: About half of the websites and apps checked can be assigned to the federal government and thus to the administrative level "nationally", the other half is allocated to the federal state level (administrative level "regional") and to the municipal level (administrative level "local").

Simplified checks websites

During the third and fourth monitoring periods (2023 and 2024), the number of simplified checks increased compared to the second monitoring period (2022).

In 2024, Vienna audited two simplified checks more than required by the Directive. Therefore, this year the number of simplified checks was higher than in 2023.

Re-examinations

From the second monitoring period (2022), the sample must consist of at least 10% (and a maximum of 50%) of websites and apps that have already been audited in the previous monitoring period.
